Cannot drag-and-drop a file to Shortcut Bar due to AutoHide enabled.
Cause:
The Shortcut Bar is on Auto Hide.
Solution:
Deselect the Auto Hide feature for the Shortcut bar properties.
1) Right-click on a blank spot on the Shortcut Bar (where no button exists).
2) Select 'Auto Hide' to UNCHECK it.
